National Highway Policy for Canada: Study Reports 1988 - 1992

In 1988 the Council of Ministers agreed to explore the concept and feasibility of developing a National Highway Policy for Canada. An intergovernmental Task Force was formed to conduct this review, and remained active through a four-phase study that concluded in 1992.

The reports which were prepared for the Council of Ministers included:

·         Steering Committee Report on Phase 1 (1988)

·         Steering Committee Report on Phase 2 (1989)

·         Steering Committee Report on Phase 3 (1990)

·         Phase 4: Funding, Cost Sharing and Implementation (1992)

As a result of this review, in 1988 the Council of Ministers endorsed designation of a 24,500 km National Highway System as a focus for the study.
